Direct answer: yes, modular houses pay IMI (Imposto Municipal sobre Imóveis — Portuguese municipal property tax) in Portugal, exactly like any traditional construction. The obligation arises because they are buildings registered in the property roll with a Valor Patrimonial Tributário (VPT — Portuguese tax-assessed value) assigned by the AT (Autoridade Tributária, the tax authority), regardless of the construction system (brick, panel-frame modular, container or timber kit).
It is one of the most recurring questions from anyone evaluating going modular: do you pay less tax because it is not a "traditional house"? The short answer is that the construction system is irrelevant for tax purposes — what matters is that the house is registered in the urban property roll and has an occupancy licence. We explain below the legal framework, the VPT calculation and a practical example of a T3 modular house in Loulé.
Why? The legal framework
- The CIMI (IMI Code) applies to all urban properties regardless of the construction system.
- A modular house with an occupancy licence issued by the municipal council and registered in the property roll = urban property = IMI chargeable event.
- Annual IMI rate: 0.3% to 0.45% of the VPT, set annually by each municipality.
- On rustic land with no building the rate is fixed at 0.8%, but once the modular house is licensed it switches to the urban property rate.
How the VPT of a modular house is calculated
The VPT is calculated by the AT (tax authority) according to the simplified CIMI formula:
- VPT = Vc × A × Ca × Cl × Cq × Cv
- Vc — base construction value (€ per m², reviewed annually at national level).
- A — gross construction area.
- Ca — allocation coefficient (residential, retail, services, warehouse).
- Cl — location coefficient (varies by geographic zone within the same municipality).
- Cq — quality and comfort coefficient (construction system, equipment, energy rating).
- Cv — age coefficient (depreciation by building age; new house = 1.00).
Passive House modular: energy Class A raises the Cq (quality and comfort coefficient) favourably — it does not penalise, as some mistakenly think. Equipment such as mechanical ventilation with heat recovery (MVHR-RC), solar thermal panels and photovoltaics add further upwards adjustments to the Cq. The outcome is a slightly higher VPT, but typically within the same bracket as equivalent traditional construction.
Practical example: T3 modular house 180 m² in Loulé
Concrete simulation with approximate values, to give a realistic order of magnitude:
| Parameter | Value |
|---|---|
| Gross construction area | 180 m² |
| National Vc base | €644/m² |
| Estimated VPT after coefficients | ~€85,000 |
| Loulé IMI rate | 0.35% |
| Annual IMI | ~€297 |
For the same house in Faro (rate 0.32%) the annual IMI would be around €272; in Silves (rate 0.30%) it would be €255. The variation between municipalities is significant — and underscores the importance of checking the IMI rate applied in the municipality where your plot sits before signing the CPCV (promissory purchase contract).
First-home IMI exemption
- Automatic 3-year exemption for a first home with a VPT up to €125,000 and gross annual household income up to €153,300.
- The exemption applies from the year following the purchase or completion of construction.
- It can be requested from the AT (tax authority) through the Finance Portal.
- It applies to a modular house exactly as to traditional construction: the criterion is the VPT, not the construction system.
- In some municipalities, the municipal assembly can extend the exemption to 5 years — check on your municipal council's website.
AIMI (Additional to IMI) — when it applies
- AIMI applies to the sum of all residential urban properties held by the taxpayer.
- A modular house counts just like traditional construction for the purpose of this sum.
- Individuals have an automatic deduction of €600,000; they only pay AIMI on the excess.
- Rate: 0.7% on the value above €600,000 (individual); 1% above €1 million; 1.5% above €2 million.
- Companies pay 0.4% on the entire VPT, with no deduction. Undivided inheritances also have no deduction.
Summary: 4 key points
- A modular house pays IMI exactly like traditional construction. The construction system does not exempt it.
- VPT is calculated by the AT (tax authority) based on area, location and quality/comfort.
- Class A can improve the quality coefficient, it does not worsen it. Some municipalities offer rebates for Class A+.
- First-home exemption available for VPT up to €125,000 — 3 years (extendable to 5 in some municipalities).
