Short answer: from €1,750/m² VAT included, on a turnkey basis, for a modular Passive House in the Algarve in 2026. A 145 m² two-bedroom villa comes in at €253,000. A 180 m² three-bedroom at €315,000. Both figures cover design, permitting, manufacturing, transport, assembly and finishes. No extras mid-build.

The long answer — what shifts the price, what is and isn't included, and how it compares with traditional construction — follows in detail.

What the €1,750/m² price includes

Unlike traditional construction, where the initial budget is more a starting point than a final price, a turnkey contract with Ecoimport Wood covers everything needed to receive a habitable home. Specifically:

  • Architectural design developed by an in-house architect, tailored to the plot, solar orientation and client brief.
  • All specialist engineering: structural, thermal, acoustic, electrical, ITED (telecoms), gas, water and drainage, fire safety.
  • Full council permitting — submission, follow-up and issuing of the building permit with the local council.
  • Earthworks and foundations: footings and a 15 cm reinforced concrete slab with 60 mm XPS insulation beneath (eliminating the ground thermal bridge).
  • Passive House panel-frame produced at a European partner factory on an automated WEINMANN line — a multi-layer wall with a continuous envelope.
  • Transport and crane hire from factory to the Algarve plot.
  • On-site assembly by our team, in around two weeks.
  • Interior finishes: flooring, wall coverings, sanitaryware, a fully fitted kitchen (standard line, customisable), suspended ceilings and internal doors.
  • Electrical and plumbing installations, completed and certified.
  • Class A energy certificate guaranteed by contract.
  • 10-year structural warranty.

What is NOT included (and it's only fair to say so)

To give the full picture, here's what falls outside the base price — so there are no surprises:

  • The land: a separate cost. A plot with planning viability in the interior of the Algarve (Silves, Loulé, São Brás) starts from €40,000. Premium coastal areas (Albufeira, Faro, Lagos) can exceed €200,000.
  • Utility connections: water, electricity, telecoms. These vary by location — from €1,500 (close to the network) up to €8,000 (further out).
  • Septic tank where the plot is not connected to mains drainage (~€3,500).
  • Swimming pool, garden, walls and gates — quoted separately.
  • Furniture (we supply the kitchen, but not the living room, bedrooms, etc.).

Price by layout (2026 reference)

Our two reference models illustrate realistic pricing for common Algarve layouts:

ModelLayoutUsable areaBase priceTimeline
Villa Algarve2 bedroom + office~145 m²from €253,750~6 months
Villa Algoz3 bedroom + library~180 m²from €315,000~6 months
Custom Villa XL4/5 bedroom~220–280 m²from €400,000~7 months

All figures include VAT. Bespoke finishes, premium materials, pools and landscaping increase the final figure.

Comparison with traditional construction

A 180 m² three-bedroom built in brick and concrete in the Algarve in 2026 costs, on average, between €2,100 and €2,500/m² — depending on the council and the builder. And that is before overruns, which Deco (Portugal's consumer protection body) estimates at 15–30% of the initial value on most projects that stretch beyond 18 months. Typical timeline: 24 to 36 months.

"It's not just the initial price. It's the final price. Anyone building traditionally in the Algarve in 2026 rarely delivers on budget — and almost never on time."

Running costs: where the real savings are

The purchase price is only part of the equation. An Ecoimport Wood Passive House typically uses 60–80% less energy than a new conventional build. Real annual figures for a three-bedroom in the Algarve:

Compared with a traditional Class B home (same layout): annual electricity plus gas consumption between €1,800 and €2,400. Over 30 years, the cumulative difference exceeds €45,000 — in running costs alone.

Financing: how to pay

Most clients finance the project with a mortgage. Portugal's main banks accept panel-frame modular construction for mortgages, provided that:

  1. The home is properly permitted.
  2. The builder can provide a valid energy certificate at completion.
  3. There is a registered deed of purchase for the land.

We recommend presenting the fixed turnkey price to the bank. It greatly simplifies underwriting because the risk of overruns is virtually zero — unlike the open-ended budgets typical of traditional construction.

The usual Ecoimport Wood payment schedule is split into five instalments:

  • 20% on contract signing (architectural design)
  • 15% on submission to the council (permitting)
  • 25% at the start of panel manufacture
  • 25% on panel delivery to the plot
  • 15% on handover

Three factors that move the final price per m²

Before comparing bids, it helps to understand the three biggest levers on the price per m² of a modular turnkey project in the Algarve. Two proposals from the same brand can differ by €300/m² on the strength of these factors alone.

A. Finish specification (standard vs premium line). The gap between the base and premium package typically adds 12–25% to the price per m². A concrete example: 5 mm SPC vinyl flooring (€35/m²) versus 14 mm three-layer oak by Kährs or Bauwerk (€110/m²) shifts the cost across the 120 m² of usable area in a three-bedroom by about €9,000. Add a Bulthaup kitchen instead of a domestic line (+€18,000), Hansgrohe Focus vs Axor Citterio taps (+€3,500), factory-lacquered internal doors instead of thermolaminated (+€2,800), and Reynaers Master Line 8 aluminium instead of a domestic profile (+€7,500), and the invoice climbs by €40,000 across just over 200 m² of usable area.

B. Sloping or complex plot. A plot with more than 8% slope typically adds 8% to foundations and earthworks. Real example in Vale de Lobo: a plot with 3.4 m of level change over 22 m required a reinforced concrete retaining wall (30 linear metres × 2 m high), 240 m³ of soil to be removed, and footings sized for eccentric loading. Additional cost compared with an equivalent flat plot: €22,400, or nearly €155/m² on a 145 m² three-bedroom. Rocky plots that require hydraulic breaker work can add a further €8,000 to €15,000.

C. Access and distance to the site. Modular panels arrive in the Algarve on 13.6 m articulated lorries. If the access road is under 4 m wide, has tight bends, or crosses bridges with weight limits, smaller lorries or temporary access works are needed. A case in Monchique required two days of excavator work to widen a forest track, steel-plate matting to cross a wet section and transfer to a self-propelled crane — a total additional cost of €6,800. Conversely, a plot with good access 20 km from Portimão port costs €1,200 in transport. On a small project this difference easily reaches €50/m².

When comparing bids, insist that these three factors are explicitly priced in the bill of quantities. A generic "turnkey at €1,750/m²" proposal almost always hides such variations.
